Here's an example of a newsletter using these features: http://www.areyoulocal.co.uk/display_newsletter.php?nl_id=50 I'm currently adding the ability for people to upload files and pictures relating to a place - it would be easy to extend this functionality to allow people to upload video content relating to a street, or neighbourhood. (or alternatively upload the content to youtube and upload a link to it. It'll miss the next version of areyoulocal.co.uk (we go to Beta in January, but perhaps 'Areyoulocal TV' could be a part of the next release.
